The Community Consolidated School Dist. 21 Board of Education formally approved approximately $23.7 million in summer construction projects and related construction management fees, advancing a comprehensive slate of facility improvements across the district.
The total includes $19,392,062 in construction costs, $1,968,200 for roof repair projects, and a construction management agreement not to exceed $2,400,000.
The 2026 summer construction plan was developed following an extensive review of the district’s 10-year facilities plan, student and programmatic needs within each building, and available funding sources to maximize the scope of work.
Major construction projects will take place at five buildings.
At Frost, crews will replace toilets throughout the building and complete repairs to a section of the roof. Similar work is planned at Kilmer, where toilets will be replaced throughout the building and roof repairs will also be addressed.
At Cooper, improvements include new flooring throughout the building, reconfiguration of science classrooms and Family and Consumer Science (“FCS”) rooms, and replacement of toilets. Additional upgrades include a new ceiling, lighting and painting in the main stairwell, as well as replacement of sound systems.
Holmes will see reworked FCS rooms and a similar replacement of sound systems.
London will undergo the most extensive renovations. Planned work includes the replacement of boilers, the reconfiguration of science and FCS rooms, and the renovation of the South Commons for Project Lead the Way classrooms. Some science rooms will also be converted to accommodate the orchestra program. Additional projects include toilet replacement, remodeling of the front office, renovation of the North Commons, and replacement of the sound systems.
The board on Feb. 19 approved multiple construction bids as part of the $19.4 million project total, including $8,128,800 to Monarch Construction for general trades; $2,065,000 to C.F. Bruckner & Son for plumbing; $2,947,162 to DeFranco Plumbing for plumbing; $3,848,100 to F.E. Moran for HVAC; and $2,403,000 to Shoreline Electric for electrical work.
Roof repairs at Field, Frost and Kilmer were approved following a bid process. The board approved the roof repair bid letter of recommendation for $1,551,000 for Preservation Services and $417,200 for Elens & Maichin Roofing & Sheet Metal Inc., as presented.
In addition, the board approved the fee structure agreement for the district’s construction manager, Nicholas & Associates, with fixed costs and identified but unknown reimbursable expenses not to exceed $2.4 million. The construction management fee totals $1,737,443 and another $600,000 allocated for reimbursable costs. Any unused balance will be deducted from the total.

Michael Connolly said. “By leveraging our long-term facilities plan and available funding sources, we can make meaningful improvements that support instruction, enhance safety and maintain our buildings for years to come.”
